Emergency Hospital Călărași

Starting with 2010, based on the contract co-financed through European Fund for Regional Development and signed with MCSI-OIPSI (Intermediary Entity for Promotion of Informational Society), projects  named “eHealth: service in citizen’s benefit” were started.

Beneficiaries are represented by entities involved in health care delivery:

• Patient;

• Medical Staff;

• Administrative staff;

• Suppliers of materials and drugs;

• Institutions with decision-making locally and nationally.

Quality of medical care offered to citizens of the county where the project takes place is much improved by creating an electronic patient record, which includes a detailed history of the disease and its treatment and facilitating its access to patients.

This process will continue improving and expanding existing systems and IT solutions, so as to achieve the consolidation of a single IT platform database management of patients and the processing and transfer of information on them.

  • Buzău County Hospital, Râmnicul Sărat City Hospital and Nehoiu City Hospital;
  • Pitești Emergency Hospital, Câmpulung City Hospital, Curtea de Argeș Hospital and Costești Hospital;

Main objectives:

• Creating a system of electronic patient record management at county level – integrates IT systems of institutions involved in this project and medical activities;

• Developing a centralized medical database;

• Accessibility to information for citizens.

Project stages:

The implementation of the IT solution included delivery, installation and configuration of hardware accordingly with their need. The proposed architecture is modular, in order to allow further extension of the system with minimal effort and changes, independent of  modules already existing.

Step 1:

  • Delivery and installation of hardware and COTS licenses to support the integrated solution;
  • Provide the necessary hardware (workstations, servers) and the computer network;
  • Delivery of licenses for operating systems relating to all servers / applications of configuration tendered both at central level and regional / local level.

Step 2: Development of application accordingly with the provisions of existing laws and legal changes and implementation of the integrated system according to the methodology used by the integrator during its projects;

Step 3: Training;

Step 4: Technical assistance and support in order to prevent and fix any problems that may appear;

The system is modular and includes:

• Patient register- unique patient record;

• Pharmacy – recipe management, drugs stocks statistics, medication / patient history;

 • Supply

  • A centralized allocation of food ratios for existing patients;
  • A daily menu configuration based on patient’s health condition;
  • A forecast for food based products taking into consideration the existing stocks;
  • Automatic generation of orders for drugs for each product providers;

• Laboratory – manage requests for medical tests and their costs and creates a unique record of the patient’s testing;

• Reporting:

  • Allows reporting in different formats (MDB – as required by NSPHHSM, and XML, in accordance with Health Insurance House request);
  • Flexible reports configuration tools, each user being able to define and configure his feature and method of viewing reports;

The portal provides information on medical institutions involved in project work.

 • Remote medical services –continuous training of community health and remote diagnostic possibility;

• Transparency of medical procedures and reduced human errors;

• Increased quality of services provided by the institution;

• Improving the administrative capacity of the institution;

• Improving the patient’s physical and psychological comfort;

• Developing a centralized medical database needed in order to supervise the health state of the population.
